Why Farm School is better to fund than TESDA?
"I think that ATI, for one, can easily do what Tesda is doing. So why not strengthen ATI instead, since that is the one directly under the DA? Why not let the ATI oversee all of the farm schools?” Raul Montemayor, national manager of the Federation of Free Farmers
- Inquirer
The Agriculture Training Institute (ATI) is a branch of the Department of Agriculture (DA) responsible for building knowledge and technical skills for all Filipinos. They are providing training to farm workers, farm owners, and practitioners to fulfill their capacity to handle and manage a farm. They also provide additional scientific methods and bases on agriculture to enhance learning that may help to improve their performance and enlighten individuals.
ATI offered trainings are mainly enhancing knowledge and sharing information about various topics in Agriculture comparing to TESDA which provides more different skills to take. Technical Education and Skills Development Authority (TESDA) was established through RA no. 7796 signed by President Fidel V. Ramos on August 25, 1994. This institution aims to develop skills in various fields and industries, including Agriculture. Some of the NCII programs offered by TESDA in agriculture are Agro-Entrepreneurship NC II, Aquaponic Food Production, Organic Agriculture Production NC II, Agricultural Crops Production NC II, and Fruit Growing. The following programs is better to execute if the ATI will turn over with it. Why TESDA? TESDA is technically participated by different local and international partners, which gives way to applied skills after someone takes NCII.
They are building skills for everyone in a chosen specific field. Why not ATI? ATI have lack of programs for specific skills in Agriculture. Most programs conducted by the ATI are just trainings and seminars. On the other hand, trainings in specific topics are just done for short period of time. This would not enough to develop skills for students or participants.
On the statement of Mr. Montemayor pointed to strengthen and enhance the capability of ATI to produce individual with skills in a specific field of Agriculture was clearly undeniable to the lacks of program and incapacity of ATI to provide quality skilled students. Further enhancing of this institution to add or create Agricultural NC II Programs and collaborate with Agricultural businesses would be the stepping stone to boost the country's Agricultural products produce especially in Rice. Where then better result is a fruit of the right institution.
Why Farm School is better to Fund than TESDA?
The government support matters on the lack of Filipino appetite in Agriculture. More foreign countries invest in students to study herein the Philippine University to study Agriculture then after they finish their course, foreign countries invest in the application knowledge they earned.
The government needs to assess the responsible institution to cater right course and implementation of programs. For better results for students, the Agriculture Training Institute is suitable for handling the Agriculture programs alone. Improving its capability through funds and projects will help to increase our open-minded Filipinos to engage in Agriculture.
ATI would garner partnerships from other Agricultural institutions and agri-businesses for collaboration like TESDA did, from this, we can support students to have job after studying in farm schools.
With the effective programs and efforts of ATI for instance, Our Rice shortage and other commodities would be boosted and the rise of industries would follow.
